Shoreview authorizes hire of construction management for Maintenance Facility project

lego-plowThe controversial $5.5 million Maintenance Facility Remodeling project continues to roll along in Shoreview with the city this week approving the hiring of EDS Builders, Inc. for construction management services. The resolution was approved at the Monday,November 16, 2009 city council meeting with a 4-1 roll call in favor of the motion to hire EDS Builders, Inc.. The lone nay vote was cast by Councilmember Blake Huffman. While Councilmember Huffman agrees in general with this approach of using hired construction management for a project of this scale, he disagrees with the $5.5 million project as a whole and therefore casted the objecting vote.

The city staff recommended that the city council approve the agreement for construction management services because in projects of this scale and complexity, it is typical for owners to rely on specialists to coordinate the activities of the multiple contractors that will be working. They also pointed out that it is necessary to have an owners advocate involved in the project to address the daily construction issues, change order claims, and project coordination with city operations that occupy the work area.

EDS Builders, Inc. does have extensive and successful experience with similar projects. The New Brighton Public Safety Center, New Brighton Family Service Center, Maple Grove Community Center, Glenwood City Elementary School and St.  Anthony Park Branch Library are examples of significant projects EDS Builders, Inc has managed.

The agreement with EDS Builders is separated into pre-construction and construction phases in the event the project goes out to bid but doesn’t proceed according to the proposed schedule. The total value of the agreement is $271,440 which is 4.9% of the total estimated project cost.

The rest of the Maintenance Facility Remodeling project schedule is as follows:

  • Dec 21, 2009 – Final plan approval
  • Jan 4, 2010 – Project financing hearing
  • Feb 2010 – Construction contract awards
  • Mar – Dec 2010 – Construction
