Martin:
- Shoreview Public Works Director Mark Maloney was named Municipal Engineer of the Year at the City Engineers Association of Minnesota (CEAM) Annual Conference which honors the special achievements of municipal engineers.
- People who sign up for an Community Center memberships are receiving additional bonuses like guest passes and fitness class discounts this year.
Quigley:
- LJFD 2009 was a very successful year. The annual report shows estimated fire loss was lowest in last 5 for the 3 cities served by the Lake Johana Frie Department.
Wickstrom:
- series are cablecast. groundwater/lake level really interesting.
- ramsey co conservation dist league local govs feb 18 on stormwater system retrofit. rsvp to 50 people ann.whiteeagle . good for the engineering staff.
Withhart: EQC series of classes 3rd wed of ea mo. already had one on groundwater, next is landscaping w/ native plants & buckthorn removal.

To adopt Ordinance No. 863 revising Chapter 700 of the Municipal Code, including Section 714, Rental Licensing pertaining to the administration and enforcement of the City’s rental program and to authorize publication of an Ordinance Summary.
The proposed text changes address the inspection notification process, access, tenant conduct, license suspension and revocation and non-licensed units. With these changes the city thinks corrections can be done and inspected in a timelier manner and rental dwelling units that are not in compliance can be addressed more effectively.
Council comments also included that they would appreciate help from citizens by notifying them when a residence is a rental unit that the city might not know about. 30 day notice for initial inspection but only reasonable notice for subsequent ones.

To adopt Resolution No. 10-09 authorizing use of administrative citations for certain traffic offenses and adopt Ordinance No. 862 adding Section 904 – Administrative Citations to the City Code.
The 2009 legislative session approved administrative citations for certain traffic offenses like speeding under 10 mph over the posted, rolling through stop signs, and equipment violations. The amount of fine is a maximum of $60. $20 of this goes to the state,much of the rest goes to administrative costs. All 7 cities/townships patrolled by the Ramsey County Sheriff is adding or considering this. This will benefit residential neighborhoods where speeding, although not 10 MPH over the speed limit can be a problem. Ramsey county will administer this service. Retired judge to hear challenged citations.
